The correct answer is C) 4x + 5y.

We use the Distributive Property on both parts of this:

2/3(3x + 9y) + 1/2(4x - 2y)
= 2/3(3x) + 2/3(9y) + 1/2(4x) - 1/2(2y)
= 6/3x + 18/3y + 4/2x - 2/2y
= 2x + 6y + 2x - 1y

Combine like terms and we have:
4x + 5y
